Public Hearing for Community Development Block Grant (CDBG) Funding
NOTICE OF PUBLIC HEARING
RELATIVE TO APPLICATION
BY WAYNE COUNTY
FOR FUNDING UNDER THE HOUSING AND COMMUNITY
DEVELOPMENT ACT OF 1974, AS AMENDED
Notice is hereby given that the Wayne County Board of Commissioners will conduct a public hearing on Tuesday, October 6, 2026, at 9:00 AM, or as soon thereafter as the agenda will allow, at the County Commissioners Meeting Room, 224 East Walnut Street, Goldsboro, NC, in relation to Community Development Block Grant (CDBG) funding for a project in the community.
In October 2026, Wayne County will submit a CDBG-Neighborhood Revitalization (CDBG-NR) application to the NC Department of Commerce for funds to assist with public facilities improvements for low- and-moderate income households residing in the County. Citizens will also be given the opportunity to provide oral and written comments on the County’s use of CDBG funds. All interested citizens are encouraged to attend.
The proposed budget includes the following CDBG activities:
Public Facilities & Improvements: $4,500,000
Program Administration: $500,000
Total Project Budget: $5,000,000
The County will minimize displacement to the extent practicable and will comply fully with the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA) and its implementing regulations for any CDBG-funded public facilities activity involving acquisition or displacement. Any acquisition or displacement resulting from the project will be conducted in accordance with federal relocation requirements to ensure fair treatment and protection of affected persons and businesses.
