Course Description
This course is designed to provide emergency response management personnel, public health and public safety professionals, and residents of small, rural, and remote communities with the general knowledge necessary to begin planning for situations requiring the isolation and/or quarantine (IQ) of a large portion of a local, rural population. A rural community's ability to collectively respond to an emergency requiring isolation and quarantine is not only essential to minimize the negative impacts to the community at risk, but also to minimize the long-term negative economic and health effects on the American public as a whole. This course will include: Course overview, Introduction to IQ, Legal and ethical issues of IQ, Roles and responsibilities during an IQ incident - preparedness, planning, response, and support considerations, Communication strategies for IQ response, IQ emergency response activity, IQ resources, glossary, acronyms and abbreviations.
Course Objectives
Terminal Learning Objectives (TLO) Course - Upon completion of this course, participants will develop an understanding of the challenges that rural communities face during an isolation and quarantine response, identify the legal and ethical considerations of isolation and quarantine, and identify the Whole Community approach to rural isolation and quarantine. Enabling Learning Objectives (ELO) Course - Upon completion of this course, participants will be able to: Distinguish between isolation and quarantine and the intervention measures for each, and identify quarantinable diseases, isolation and quarantine triggers, and the challenges faced by rural communities; Discuss legal and ethical considerations of isolation and quarantine as well as the federal, state, and local authorities regarding isolation and quarantine; Describe the Whole Community approach to rural isolation and quarantine; specifically, the roles and responsibilities of public health, public safety, and private-sector stakeholders as they relate to isolation and quarantine, and the role that state and federal partners have in assisting with isolation and quarantine; Communicate across multiple sectors and agencies, craft appropriate messages for the public across a variety of media, provide public feedback and interaction channels, and execute a crisis communication strategy; Describe, define, and implement the Whole Community approach to rural isolation and quarantine incidents; specifically the roles and responsibilities of public health, public safety, private-sector, and volunteer organizations, and their involvement during each phase of an isolation and quarantine incident.
