Seattle Parks and Recreation Seeks Consultants for Community-Driven Central District Black Legacy Parks Plan
Seattle Parks and Recreation (SPR) is seeking qualified consultants to help lead the Central District Black Legacy Plan, a community-driven planning effort focused on celebrating and preserving the history and legacy of Black activists, entrepreneurs, philanthropists, and community leaders in Seattle’s Central District.
The project was ideated and selected by community members through the 2024–2025 Park CommUNITY Fund community-led funding process, giving community members a direct role in identifying investments they want to see in the Seattle Parks and Recreation system.
The selected consultant team will lead a comprehensive planning process that includes community engagement, site analysis, and the identification of potential capital investments that reflect the history, culture, and legacy of the Central District’s Black community.
The initial planning area includes William Grose Park, Powell Barnett Park, and Judge Charles M. Stokes Overlook, with the potential to include up to two additional sites if funding allows.
Community engagement will be a central part of the planning process. The selected consultant will work alongside community members and project partners to help develop a shared vision and recommendations for potential future improvements. Future phases is dependent on funding. If funding is available future phases may include design development and implementation of capital investments identified through the planning process.

Seattle Parks and Recreation is currently accepting qualifications from consultants interested in leading this work.
Qualifications are due Friday, August 21, 2026, at 5:00 p.m.

The Park CommUNITY Fund is a Seattle Parks and Recreation community-led funding initiative that gives community members an opportunity to help identify and prioritize investments in the Seattle Parks and Recreation system. The Central District Black Legacy Plan was selected through the 2024–2025 PCF process.
